The bill to license O&M Specialists and Vision Rehabilitation Therapists passed in the NYS Senate and Assembly by unanimous consent on June 18, 2015.
This legislation was subsequently vetoed by Govenor Andrew Cuomo on December 11, 2015 and new bills were drafted and reintroduced in May 2016, January 2017 and March 2019.
Too many New York residents with visual impairments are going without cane travel instruction called orientation and mobility (O&M). Without a cane and instruction on street safety skills they are at risk, a risk IDEA and the Rehabilitation Act says they should not have to take.
In March 2019 the bill was revised and reintroduced in the legislature thanks to the extremely hard work of Senator Roxanne Persaud, Assemblywoman Donna Lupardo and Steve Malito of Davidoff Hutcher & Citron, LLP.
